Implementing Guidelines of City Ordinance no. 2024-108
AN ORDINANCE AUTHORIZING THE IMPLEMENTATION OF THE NEW RATE OF TUITION FEES IN THE UNIVERSITY OF MAKATI
1. What is the purpose of the new TUITION scheme?
The new tuition scheme aligns with City Ordinance No. 2024-108. It aims to reflect current operational costs while ensuring UMak continues to provide high-quality education, research, and service.
2. When will the new tuition scheme take effect?
Starting 1st Sem, Academic Year 2024-2025, the new TUITION scheme will be implemented.
3. How much is the new TUITION rate?
The new tuition rate is Php 2,000 per unit for both theoretical and laboratory courses.
4. What is the difference between TUITION FEE and TOKEN FEE?
Tuition: This is the standard rate charged per academic unit for theoretical and laboratory courses. Starting in AY2024-2025, the tuition fee at UMak is set at Php 2,000 per unit
Token: A minimal fee structure designed to make education more affordable. Under the old scheme, token fees were determined by a student’s residency status (Makati or non-Makati resident). Beginning in AY2024-2025, the new token fee structure will be based on academic performance, as reflected by the student’s General Weighted Average (GWA). Depending on GWA and other academic qualifications, token fees will range from Php 0 to Php 5,000 per semester.
5. To whom does the new TUITION rate apply?
The new tuition rate of Php 2,000 per unit applies to all students enrolled starting AY2024-2025. This rate will be reflected in the assessment of each student’s fees.
6. Does this mean that the UMak tuition has increased?
Yes, the tuition has increased to reflect current educational and operational costs. However, the City Government of Makati continues to provide generous subsidies through the Proud Makatizen Scholarship, allowing eligible students to pay only a minimal token instead of the full tuition rate.
7. What about the ZERO TUITION FEE that Mayor Abby announced?
The zero-tuition fee is true, but it applies only to first-time enrollees at UMak starting in the first semester of Academic Year 2024-2025. After the first semester, students will be evaluated based on their GWA (General Weighted Average) and categorized according to the New Token scheme. From then on, students will be evaluated every semester to determine their token tier.
8. What is the NEW TOKEN FEE scheme?
The New Token Fee Scheme is based on the academic performance of students. Each student’s semestral GWA will determine the tier in which they fall. The amount of the token fee to be paid will vary according to the following tiers:
TOKEN | GWA Requirement
(semestral) (Adjectival Equivalent) |

9. I am an old student who started my studies before AY2024-2025. What token scheme will apply to me?
As an old student who began their studies in UMak before AY2024-2025, you will continue to follow the previous token fee structure until you graduate. Under this scheme, token fees are determined based on your residency status (Makati or non-Makati resident). You may still apply for the existing Scholarship Opportunities for old students.
10. I am a first-year student who started 1st semester of AY2024-2025 with no token payment. After the first semester, my GWA is 1.50-1.74. Will I need to pay a token when I enroll for the second semester?
Yes, with a GWA of 1.50-1.74, you fall under the Php 1,000 Token tier. However, you will still be evaluated based on the additional requirements specified for this tier. If you meet all the conditions, you will be required to pay a Php 1,000 token when you enroll for the second semester of AY2024-2025.
11. I am a first-year student who started 1st semester AY 2024-2025 with no token payment. After the first semester, my GWA is 1.00 - 1.49. What do I need to do?
With a GWA of 1.00-1.49, you qualify for the Token Exempted tier. However, you will still be evaluated based on the additional requirements specified for this tier. If you meet all the conditions, your status will be automatically updated to Token Exempted.
12. I am currently tagged with a token of Php 1,000 - Php 5,000 (or even a tuition-paying student), but I am a student-athlete or student-artist or belong to organizations. Can I still apply for a token exemption?
Yes, you are eligible to apply for an Achievement Scholarship. If you meet the qualification requirements, you will be exempted from paying the token.
13. I am a dependent of a City Government of Makati employee. Do I qualify for any token privileges?
