The International Conference on Information Technology and Communication Engineering held in Hanoi, Vietnam on 13-14 November 2023, brought together a diverse gathering of academicians and researchers from various countries, including the Philippines, Vietnam, Latvia, and India. Among the distinguished presenters of 19 accepted papers for oral presentation was Dr. Danilo C. Sabado, the University Registrar of the University of Makati, and professor of the University of Makati’s College of Computing and Information Sciences (CCIS) and College of Continuing, Advanced and Professional Studies (CCAPS). Dr. Sabado’s impactful presentations addressed critical issues in education and computational optimization, earning him recognition and accolades.

Dr. Sabado’s first presentation tackled the intricate challenges faced by educational institutions with limited resources. The research, titled “Strategic Technology Management Framework for Educational Institutions with Limited Resources: A Case Study of a Local College in the Philippines,” exemplified Dr. Sabado’s solo-authored work. The presentation delved into the development of a comprehensive framework aimed at optimizing technology management in educational settings where resources are constrained.

The case study focused on a local college in the Philippines, providing a contextualized understanding of the challenges faced by institutions with limited resources. Dr. Sabado’s strategic technology management framework offers practical solutions to enhance the efficiency of educational processes, ultimately contributing to the advancement of academic institutions in resource-constrained environments.

In recognition of the exceptional quality and significance of his research, Dr. Sabado was awarded the title of Best Presenter for his oral presentation, a testament to the importance of his work in the field.

Dr. Sabado also co-authored another research paper, titled “Genetic Algorithm Enhancement Using Instance Elimination and Variable Fine Tuning in Solving Combinatorial Optimization Problem with Imbalance Dataset,” which was a collaboration with 4th year students from the CCIS—Timothy Walter G. Cuizon, Justin Angelo Barcos, Raphael Jorrel Docot, John Michael Vargas, Manuel Trasmonte—along with CCIS special industry lecturer, Dr. Hernan S. Alar. Mr. Timothy Walter G. Cuizon, being the lead author, confidently did the honors for the oral presentation.

This research focused on advancing the capabilities of genetic algorithms in solving combinatorial optimization problems, particularly those involving imbalanced datasets. The incorporation of instance elimination and variable fine-tuning demonstrated the research team’s commitment to developing more efficient and effective optimization techniques.
