Office of the Vice President for Administration

The Office of the Vice President for Administration (OVPA) initiates, oversights, and formulates comprehensive administrative plans and support to the academic department, the research community, the students, and employees. OVPA performs its functions according to the statute, rules, and policies set by the City Government of Makati and the Civil Service Commission.

Vision

The Office of the Vice President for Administration shall lead in the creation of efficient methodologies and policies and implementation of programs that is beneficial to the University, its employees, students, and other stakeholders.

The Office of the Vice President for Administration is a provider of excellence and best practices in human resource; supply, property, and facilities management; occupational, physical, and mental health and well-being; and general services.

Atty. JEWEL D. BULOS, MBA

Vice President for Administration

A lawyer, educator, and public servant.

Atty. Jewel D. Bulos has been with the City Government of Makati since 1997. She started as a Legal Officer at the City Law Department. In 2003, she became part of the faculty pool of the College of Business Administration teaching part-time in courses such as Obligations and Contracts to name a few. In 2005, she transferred full-time to the University of Makati (UMak) as its Legal Counsel under the Office of the President.

In 2017, Atty. Bulos was designated as the University Secretary with four offices under her wings – the Center for Alumni Affairs, Center for External Resources and Institutional Networking, Center for Extension Services, and the OJT Placement and Services Center. During the same year, former Vice President Jejomar C. Binay proposed the creation of a law school in UMak that will offer free legal education to students. Atty. Bulos spearheaded the preparation of necessary documents and requirements for the accreditation and inspection of the Legal Education Board. This paved the way for the establishment of the School of Law (SOL). She is the SOL Associate Dean until today.

In 2019, after a reorganization, 6 student-catering offices were added under the Office of the University Secretary cluster – the Office of Student Life, Office of the Prefect for Student Discipline, Office of the Prefect for Student Activities, Center for Inclusive Education – Gender and Development, Center for Culture and Arts, and Athletic and Development Center.

In her leadership as University Secretary, Atty. Bulos handled 10 offices serving the needs of students and maintaining the external relationship of the University with the different public, private, and non-governmental organizations.

A year after, the City Ordinance 2020-059, or the UMak Charter was approved by the City Council. She was appointed as the Vice President for Administration.

From external relations and student services, Atty. Bulos now works with the workforce, service providers, and related clients. The first year of her designation as Vice President for Administration required an overwhelming and vital responsibility due to the pandemic.

Today, the Office of the Vice President for Administration Cluster has prioritized the health and safety of the workforce, eliminated backlogs, shifted some services virtually, and maintained other essential face-to-face or onsite services. Her management aims to help the City’s mandate to be the role model of world-class governance by delivering excellent services to employees, students, alumni, parents, and other stakeholders.

In 2021, Atty. Bulos together with former Vice President for Finance Aurora Serrano, spearheaded the UMak Legacy Project. The brilliant team endured the complicated compliance with government procurement and budget processes. In 2022, the UMak Legacy Sculpture, The Rise of the Herons was unveiled to the UMak community, in time for the University’s 50th founding anniversary.

Atty. Jewel Bulos is a consistent honor student from elementary to tertiary. She graduated Cum Laude from the Philippine Normal University with a Bachelor of Science in Elementary and Secondary Education and became a Licensed Professional Teacher in 1986. She went to the National University of Singapore as an exchange student in 1994 while finishing her Bachelor of Laws at Adamson University. She entered the Bar in 1996.

She has a master’s degree in Business Administration major in Microfinance and Entrepreneurship from this University and is currently enrolled in the Doctor of Public Administration program of UMak College of Continuing, Advanced and Professional Studies.
