Atty. Cecilio Dioneda Duka, Ed.D. is a well-known lawyer and educator, a prolific writer who has already authored 12 books and co-authored 3 books in the field of Labor Law, Constitutional Law, Public International Law, education, history, philosophy, and other disciplines. He is a much sought-after lecturer in the mandatory Continuing Legal Education (MCLE) for lawyers and Bar Review, Licensure Examination for Teachers (LET) and Civil Service review programs all over the country. He is a distinguished resource speaker in various seminars and conferences in the areas of law, education, and social sciences nationally and internationally.

He is a holder of Juris Doctor Degree from San Sebastian College of Law, a Doctor of Education and a Master of Arts in Education degrees from the National Teachers College. He finished his Bachelor of Secondary Education major in Social Sciences from the National Teachers College as magna cum laude. Prior to his appointment as Dean of the College of Education of UMAK, he was active in the practice of labor law, criminal law, and civil law. He has occupied various teaching and administrative positions in De La Salle University Graduate School of Education and School of Law, San Sebastian College Institute of Arts and Sciences and College of Law, Arellano University School of Law, PLM School of Law, Far Eastern University Institute of Arts and Sciences and The National Teachers College. He was appointed Dean of the College of Education of the Philippine Women’s University at the age of 26. He is happily married to Carol R. Duka and blessed with two daughters and two sons.
